Crime fixed, still need factories.

You know, based on my observations, you need like 1 factory for every 4 people. Either these factories are reeeeeeeeeeeeeally tiny, or they're some kind of automated futuristic thing, and all the people of PPTown are computer nerds. :P

I added a factory but unemployment is still 1% and crime is now 1%.
